Hayes resident files as independent for 1st CD seat

David Bruce Foster of Hayes, is running as an independent candidate in the 1st Congressional District race, appearing on the November ballot alongside incumbent Republican Rep. Rob Wittman and Democratic challenger Herb Jones.

Foster grew up in Hampton, graduating from Kecoughtan High School in 1982. He went on to earn bachelor’s degrees in economics from Christopher Newport University (then college). After college, he enlisted in the Navy for anti-submarine warfare class A school and search and rescue school.

After serving in the military, he earned his commercial pilot’s license and flight instructor ratings for single and multi-engine land with instrument ratings. He moved to California in 1996 and developed Legal Eagle Process Service, filing and serving legal documents for about a dozen years.
