Gloucester BOS looks at funding for utilities needs

The Gloucester Board of Supervisors reviewed a proposed capital and operating budget for public utilities during a work session Tuesday in the colonial courthouse. The proposed budget would see about $30 million in utilities capital improvement projects funded over the next 10 years.

Deputy County Administrator George Baines showed that there are 45 projects currently listed on the utilities’ five-year capital improvement plan that currently totals at $27 million. To cover the CIP projects listed, he said the budget separates projects into three funding categories. Several would be funded through the increases in revenue, others would be funded through bond services in 2030, and the rest would be funded through a development fund.

Director of Financial Services Maria Calloway said the utilities budget was made with some potential revenue sources in mind, such as an annual customer base growth of around 172 new customers a year. Another new revenue source could be a $2.50 monthly...
