Sheila Crowley, chair of the Mathews County Democratic Committee, presents recent Mathews High School graduate Lillian Copeland, with the 2023 Jim and Betty Kenley Citizen Award scholarship award in the amount of $1,000. Copeland will attend Old Dominion University in the fall, majoring in environmental science.
