Gloria J. Owens of Gloucester, has taken over as Clerk of Gloucester Circuit Court on an interim basis following the retirement of Cathy L. Dale, who had served in that post since 2021. Dale retired at the end of 2025. Owens, who had most recently served as chief deputy clerk, said that she will not run in the special election in November for the five years remaining on Dale’s term. Dale was herself first appointed on an interim basis (taking over for Margaret Walker, who retired), winning a special election in November 2021 and was reelected in 2023 as clerk for an eight-year term. Owens has served for the past 18 years in the Gloucester Circuit Court Clerk’s office. In April, she became chief deputy following the retirement of Robin Fisher. Owens was sworn in as clerk on Dec. 23. She oversees an office of six full-time employees, as well as two who work as required....
