Cheryl Spivey, a certified public accountant with more than 30 years’ experience in Virginia and North Carolina public finance, was named this week as Gloucester County’s Chief Financial Officer, county administrator Brent Fedors announced Monday.
“I am pleased to announce the hiring of Ms. Spivey as our new Chief Financial Officer,” Fedors said. “In her most recent roles as our Fiscal Services Manager and Interim Financial Services Director, she has proven to be a strong leader and a skilled professional. Her vast experience in state and local level government finance, paired with her positive, proactive, and solution-oriented approach, have proven to be extremely valuable to the Financial Services Department, the county’s Executive Leadership Team and our community overall.”
Spivey has extensive expertise in financial management, debt management, governmental accounting, pensions, risk management, grants, contracts, as well as laws and policies governing Virginia municipal governments, a release stated.
Prior to joining Gloucester County in February, she was the Chief Financial Officer for the cities of Portsmouth, Virginia, and Fayetteville, North Carolina, as well as the Cape Fear Public Utility Authority in North Carolina.
She is a CPA licensed in both Virginia and North Carolina, and attended the University of North Carolina, Chapel Hill, where she received her Bachelor of Science in Business Administration, Accounting and her Municipal Administration Certificate from the UNC School of Government.
Spivey officially began her duties as Chief Financial Officer on Aug. 1. “I’m grateful for the opportunity to continue serving Gloucester County, now as the Chief Financial Officer,” she said. “It’s truly an honor to continue working with this top-notch team in this wonderful community.”
