At the midpoint of the 2020s, the population of Gloucester County is estimated to have grown 0.6 percent from 38,711 in the 2020 census, to 38,933 as of July 1, 2025. Going in the opposite direction is Mathews County, now estimated at 8,322 in 2025, compared with 8,533 in 2020. This is a decline amounting to 2.5 percent. The 2025 population estimates were released this week by the Cooper Center for Public Service at the University of Virginia, Charlottesville. The center is charged with creating estimates yearly, and its figures are used by the state and localities in calculations for revenue-sharing, funding allocations, planning and budgeting. Compared with the 2024 estimates, released early last year, it appears that Gloucester County is not gaining annually and may be losing from a 2023 high point.
