The Hampton Roads Sanitation District has come forward with a second sewer regionalization proposal after the initial proposal was rejected by a number of localities in the area. The latest plan was presented to the Gloucester County Board of Supervisors during its Dec. 3 meeting in the colonial courthouse.

Under the new proposal, users will likely see an increase in fees, according to public utilities director Marty Schlesinger. If the county does not agree to the regionalization, he said rates will still likely be impacted as the county complies with the state Department of Environmental Quality’s consent order.

Under the latest proposal, HRSD would fund necessary repairs to satisfy the consent order, which aims to reduce sanitary sewer overflows. According to Schlesinger, these repairs would be prioritized on a regional basis and ownership of the assets would remain with the municipalities.
