Early voting began Friday in the statewide referendum on mid-decade redistricting of Virginia’s Congressional districts—a measure proposed by Democrats as a one-time response to efforts in Texas, North Carolina and elsewhere to increase the Republican members of the U.S. House of Representatives in this year’s elections.
