Early voting began Friday in the statewide referendum on mid-decade redistricting of Virginia’s Congressional districts—a measure proposed by Democrats as a one-time response to efforts in Texas, North Carolina and elsewhere to increase the Republican members of the U.S. House of Representatives in this year’s elections. If approved by Virginia voters (the election date is April 21) and upheld by the courts, the redistricting would create 10 Democratic-leaning district and one Republican-majority district; the standard redistricting process would resume after the 2030 census, unless another constitutional amendment is approved by voters.
