Rappahannock Community College has named Russ Carmichael as its Vice President of Finance and Administrative Services. Carmichael brings over 20 years of experience in higher education to RCC in areas of strategic and financial planning, capital outlay, procurement, budget development, and fiscal policy.
Carmichael spent almost 14 years with the State Council of Higher Education for Virginia, developing operational and capital policy and providing recommendations that shaped many programs in place today.
In his most recent position as Director of Finance for the College of Humanities & Sciences at Virginia Commonwealth University, Carmichael managed budgets, planning, compliance, sponsored programs, auxiliary services, and endowment.
Carmichael holds a bachelor’s in economics from Hampden-Sydney College and an MBA from James Madison University with a focus on Information Security.
