Charis McTurnal of Gloucester, is the winner of the American Legion Mathews Post 83 High School Oratorical Contest held on Jan. 10. McTurnal will now compete with other winners from other communities in the District 3 American Legion Contest on Saturday at Post 368 in Newport News. Each contestant delivers a prepared oration, as well as one on a randomly assigned topic from the U.S. Constitution. Charis impressed the judges with a speech titled “The Second Amendment and What It Allows Me to Experience,” a release stated. Since 1938, the American Legion High School Oratorical Scholarship has encouraged the nation’s high school students to study the U.S. Constitution and to hone their public speaking skills.
