Letter: Who has the right of way?

Editor, Gazette-Journal:

I am just curious. We have two traffic circles in Gloucester County, one entering the Walmart area and the other at the old courthouse. Entrance to each of these circles is not the same.

When entering the one at the courthouse, the traffic inside the circle yields to the traffic coming into the circle from Main Street.

When entering the one at Walmart, the traffic coming into Walmart on Walton Drive yields to the traffic inside the circle.

It is my understanding that Virginia DMV considers the latter—entering Walmart, yielding to traffic inside the circle—correct; traffic entering the circle must yield to traffic within the circle.

My question—why contradictory signs at the circles? It is confusing and could be dangerous.
