Letter: Response for animal in need distressing

I am writing to express my concern about something that occurred on the morning of Monday, June 15, as I was traveling on Route 33, in Gloucester County, approximately one mile east of New Hope United Methodist Church.

It was about 5:45 a.m. and my friend was driving me to a 6:30 a.m. surgical appointment in Richmond. A small dog was wandering slowly, in a dazed manner in the eastbound traffic lane. We stopped on the shoulder as soon as we could and went back along to the shoulder to try and get the dog out of the road. Several cars had stopped in the road, one was holding back traffic in the right lane and others were proceeding slowly in the left lane. 

We got out and went back to the dog, and by the time we reached it, it had wandered back onto the shoulder. The dog was wearing a collar to which a short piece of steel cable was attached.
