Letter: Has the law been changed?

Editor, Gazette-Journal:

It is claimed that charges against certain people in Portsmouth for defacing and damaging public property should not have been brought. And that the chief of police should be fired for doing so.

I am confused. I thought that it was illegal in Virginia to damage property that does not belong to you. Has the law been changed so that if you are offended by something, you may damage it? If this is true then we have descended into anarchy where no property, public or private, is safe.
