Joseph L. Carter, 59, of Hayes, Virginia, passed away early on May 21, 2020.

He was born in Munich, Germany, during his father’s Army tour there.

He lived in Gloucester for the majority of his life; his love for the water shaping his work. He loved fishing, scalloping, oystering, crabbing and just being on the water. He was also an avid hunter. He loved the local watermen.

He was a loving son to his father, Harold Carter (deceased), and his mother, Carol Carter of Hayes.

He leaves behind two brothers, Sam Carter of Villas, New Jersey (niece, Stacy Hotaling and husband John, also of New Jersey), and Charles Carter (wife, Vicki Carter) of New Point; sister, Marilyn McGuire of Gloucester (partner, Randy Williams). All who knew him will miss him every day.
