Herman Kenneth “Bill” Parks, 83, of Hayes, passed away on September 26, 2025. He was born in Newport News, Va., and was the son of the late Herman and Nan Parks. He was a longtime member of White Marsh Baptist Church, and was active in the Salvation Army where he was chairman, Kiwanis Club, the GUEST program, Boys & Girls Club, Shop with a Cop, and the Warwick Masonic Club. He served his country in the U.S. Marine Corps.

Beside his parents, he was preceded in death by his son, Kenneth Robert Parks Sr., and grandson, Robert Harwood Jr., and is survived by his daughter, Ann Parks Harwood (Robert Sr.); brother, Robert C. Parks; grandchildren, Kenney Parks Jr., Emily Baker, Brittany Harwood Hooper, and great-grandchildren, Hudson and Harrison Hooper, and Haven Baker.

The family will receive friends at the funeral home on Friday, October 3, 2025, from 11 a.m.-noon with funeral services starting at noon. Burial will be in Rosewell Memorial Garden Cemetery. Memorial donations may be made to either Abingdon Volunteer Fire & Rescue or to Gloucester Volunteer Fire & Rescue.
