Virginia opened a portion of the Piankatank River to the harvest of seed oysters on April 1, 1967, and that day found a fleet of 45 boats and a number of state officials on the water for the action. State officials from left, in group photo, are Milton T. Hickman, commissioner of fisheries; Guy L Armistead, inspector of district 11; Capt. Achilles Rowe, repletion supervisor; Charles Bagness, repletion officer; and Capt. Herbert Sadler, district 11 supervisor. The other photos show watermen tonging and culling the seed oysters and transferring them to buyboats for replanting. We don’t have names for these participants....
