Harry “Reed” Fowler Jr., age 69, passed away at his home in Hayes, Va., on May 3, 2025 after a courageous five-year battle with lung cancer. Born in McKeesport, Pennsylvania, Reed was the son of Harry Reed Fowler Sr. and Mildred Jean Fowler, both of whom preceded him in death. He carried his blue-collar roots proudly, rising from humble beginnings to become a respected public servant. His career in local government spanned nearly four decades, including over 30 years with the City of Newport News as Director of Public Works and, most recently, as Deputy County Administrator for Gloucester County. During his tenure as Public Works Director for the City of Newport News, Reed played a vital role in guiding the city through times of crisis, including the massive cleanup following Hurricane Irene in 2011. Under his leadership, the department managed the removal of over 100,000 cubic yards of debris, coordinating with federal partners and private contractors to restore neighborhoods and infrastructure. Known for his calm presence, practical wisdom, and deep sense of responsibility, Reed was a trusted leader who earned the respect of colleagues and citizens alike. His commitment to public service left a lasting impact on the communities he served. Reed was a man of quiet strength, gentle humor, and unwavering faith. He began each day with devotionals, holding close his relationship with God. He cared deeply for his family, friends, and community— always ready to lend a hand, share a laugh, or offer a listening ear. His compassion was especially evident in the loving care he gave to his mother when she became sick, spending countless hours by her side with patience, tenderness, and devotion until her passing.
For the last eight years of his life, Reed shared a deeply meaningful and joy-filled partnership with Glenda Crotty. Their relationship was one of love, laughter, and true companionship. Together, they embraced life fully—kayaking rivers, hiking mountain trails, and traveling to beloved places like Graves Mountain, Shenandoah National Park, and the Caribbean islands of Aruba, the Dominican Republic, St. Lucia, and Antigua. They captured these memories through Reed’s photography—a passion he joyfully shared with family and friends. Whether enjoying a local IPA at a brewery, dancing to live music, or camping under the stars, Reed and Glenda lived a life of adventure and gratitude. Glenda was also Reed’s devoted caregiver throughout his illness, offering unwavering strength, tenderness, and comfort during his final years. By her side was her son, Clay, who faithfully supported them both and helped care for Reed in his final days. Reed also held deep affection for her son Andrew and Andrew’s family, all of whom he loved dearly and embraced as his own. Reed is survived by his beloved partner, Glenda Crotty; his sons, Derek Fowler and Grant Fowler; his cherished grandchildren, Charlie Reed, Grant Jr. and Hope Fowler; daughters-in-law, Kate and Emily; his brother, Ross Fowler and sister-in-law, Cindy; nieces, Angela (Tillmon Cook) and Amanda Fowler, and a host of friends he considered family and many cousins on his mom’s side. Reed’s legacy is one of kindness, faith, dedication, and joy. He was a loving father, a loyal brother, a treasured “Pap-Pap,” and a soulmate to Glenda. He touched the lives of all who knew him with his compassion, sense of humor, and generous spirit. The family would like to extend heartfelt thanks to Riverside Hospice for their compassionate care. The family will receive friends at Reformation Lutheran Church on Friday, May 9, 2025, from 2-2:45 p.m., followed by the chapel service, conducted by the Rev. John D. Ericson at 3 o’clock. The inurnment will be private.
