Gartlan Award

Retired Del. Harvey B. Morgan of Middlesex was given the Joseph V. Gartlan Award by the Virginia Association of Community Services Boards at the group’s annual fall meeting on Oct. 4 in Fairfax County. The award is presented each year by the VACSB to an individual who most reflects the late senator’s advocacy for those Virginians served by the public system of mental health, intellectual disability, and substance use disorder services system, a release stated. Morgan, left, is pictured with Chuck Walsh, executive director of the Middle Peninsula-Northern Neck Community Services Board, the organization that nominated Morgan for the award. A release stated that Morgan introduced or sponsored legislation and budget amendments totaling $434 million that sought to increase resources and improve the lives of individuals with a mental health, intellectual disability or substance use disorder.
