Virginia has joined Texas and California in trying to move the political needle either to blue or red. Other states are considering it. Indiana rejected this path. Mid-decade redistricting disrupts communities of interest established after the decennial census. It splits them to reduce the voices or certain groups, and certainly causes confusion for those who may have been put into one congressional district, but now find themselves in another.
