A familiar voice in Gloucester County meetings and in our Readers Write column went silent in the death last month of Howard Mowry.
Moving to Gloucester in the late 1990s, Mr. Mowry became a familiar presence and commenter at meetings of the Gloucester County Board of Supervisors. In public hearings and in letters to this newspaper, he urged for greater efficiency and a lower tax burden on residents.
Mr. Mowry was a citizen participating in his local democracy. That’s a rare and essential element of good government. No matter what one may have thought of his positions, one had to admire him for expressing himself early, often, consistently, and civilly....
