Editor, Gazette-Journal: Why was the total impact of traffic volume and HRSD-related cost of the proposed Rhetson/Dollar General Conditional Use Permit (CUP) not addressed in the Dec. 7 public hearing packet? The Virginia Department of Transportation (VDOT) said in its Sept. 9, letter to the Mathews Planning Department, “As stated in the rezoning review, the conceptual plan needs to specifically define the amount of area for each usage type by acreage, square footage, or another type of known traffic generator element.” None of those details were in the Rhetson CUP application for the Dollar General Store at Route 3 and 198. Their Nov. 9 LRI Traffic Analysis is only for the 10,640 square foot store. The Dec. 7 Staff Report, under Outside Agency Comments, said, “future development using this entrance will require a separate VDOT review to ensure the entrance is adequately sized to accommodate any future increases in traffic.” More than the entrance requirements are involved.
