Following a vocal public comment period, the Gloucester County Board of Supervisors denied an ordinance to create a Community Development Authority for Fox Mill, the planned unit development along Fox Centre Parkway, thus killing the project. “If the CDA is not approved tonight, we will pull the application for the zoning,” said Division Vice President Brian Rowe of D.R. Horton, which is the developer of the project. According to planning and zoning documents, CDAs are implemented for the purpose of financing the costs of certain infrastructure improvements to serve the land within the development. The cost of improvements is generally paid for with special taxes assessed on the property owners located in the CDA district.
