CYNTHIA FOOR CALLIS

Cynthia Foor Callis, 62, of Gloucester, Va., passed away peacefully on Friday, June 5, 2026, after a stubborn fight against cancer. Cindy was born in South Williamsport, Pennsylvania, but came to Gloucester with her family at the age of two.

She was a graduate of Gloucester High School and Randolph-Macon College. After some time in the banking trade, Cindy found her true calling and love as an Emergency Medical Technician and Cardiac Technician with Central Middlesex Volunteer Rescue Squad. From there she became a 911 dispatcher with the Middlesex Sheriff’s Department, later relocating to the Gloucester County Sheriff’s Department where she served for 23 years. Cindy worked hard to achieve her most recent promotion to Communications Supervisor in 2024. In December of 2025, she was so honored to be named Supervisor of the Year in the Sheriff’s Department.

As a member of Reedswood Christian Church, Cindy, with husband Jack, joined a Care Group that became its own family. Angel and Rob Shores, Brandi and Wes Jones, and Tiffany and Clyde Steiger and their children became an extension of the Callis family as they shared their Christian faith and support with each other.

Cindy was preceded in death by her husband, Vivian Hope “Jack” Callis III; her parents, Willard Foor and Regina Mahoney Foor Adams, and stepfather, John J. Adams Sr.; stepsister, Teresa Adams Kelly, and nephew, Colby Shield Adams. She is survived by her son, William Thomas Callis, and daughters, Sara Williams (Brandon) and Meaghan Koehler (Derek). Her grandchildren, Hannah, Madalynn and Clayton Koehler were the apples of her eye. In addition, Cindy was survived by her sister, Beth Foor Hicks (Rusty), and stepbrothers, Javan Adams and Bill Adams (Katy); nephews, Bryan Hicks (Brittany), Daniel Hicks and Evan Hicks, niece, Kaylin Bell (Caleb), and bonus niece, Caitlin Ellis. During the final months of her life, she was cared for by her friend, Marlow Pratt and husband Gabe Combs.
