The actual 1860 muster involved the assembly of the 21st Virginia Militia, a Gloucester unit assigned to the Tidewater Division, at Roaring Springs Farm where the citizen soldiers were reviewed by Major Gen. William B. Taliaferro. Here, Taliaferro and his adjutant, on the near horse, reviewed the militia Saturday.
