Planners approve rezoning for York River Crossing parcel
The Gloucester County Planning Commission approved a rezoning request for a portion of the York River Crossing Shopping Center, Hayes, during a meeting on Thursday, Nov. 3 in the colonial courthouse.
Applicant Billie M. Millner, an attorney who has residences in Newport News and Mathews, spoke on behalf of applicant Hayes Development Co., L.L.C., to rezone that portion of the shopping center from B-3 (Office Business) to B-1 (Business). Most of the center is already zoned B-1.
Millner and planning staff said that apparently a portion of the large center had inadvertently been zoned as B-3 a number of years ago and that a change to B-1 would allow that section of the center on the south end to accommodate uses that could be in the rest of the center.
The applicant said the request would "bring it into conformity with how it has been used since it was initially developed." The parcel is on approximately one acre of land at the southern tip of the center near Route 17, close to the YRC movie theater. Surrounding land uses include the remainder of York River Crossing to the north and east, office businesses to the south, and a mixture of business uses to the west across Route 17.
By changing the zoning, Millner said, "you are correcting an error." The change, he said, might help attract new businesses to the center.
