Mathews County Administrator Steve Whiteway suggested to the county’s supervisors last week that they consider some changes to the county’s budget and finance policy.

He said in a white paper presented during the board’s Nov. 16 meeting that the policies would address issues regarding funding for Constitutional offices and the management of county positions.

Explaining that the county provides Constitutional officers with more money for salaries than is required by law, Whiteway said the board should look at options for controlling expenses and saving money as personnel changes are made. Three Constitutional officers lost their seats in the recent election and will be replaced in January.

The suggestions were that the county not provide supplements to Constitutional officers; that when a position in a Constitutional office that is partially funded by the county (other than a law enforcement or dispatch position) is vacated, the county share of the salary for that position be reset to the minimum match required by the state compensation board; and that positions in Constitutional offices that are fully funded by the county should be annually subject to review and possible reduction or elimination.
